Organizational Structure of Grama Panchayat
The Grama Panchayat is the lowest level of the three-tier Panchayat Raj system in Kerala and the administrative body that directly contacts the people. The representatives and officials work in coordination for the smooth functioning of the Panchayat.
1. Administrative Body
🏛️ President & Vice President
The President
is the chief administrator of the Panchayat.
He leads the development activities and administrative procedures.
He coordinates the activities of the Panchayat Committee.
The Vice President
Assists the President in administrative activities.
He performs administrative duties in the absence of the President.

Finance Standing Committee
Controls the income and expenditure of the Panchayat.
Development Standing Committee
Implements development projects and infrastructure development.
Health and Education Standing Committee
Controls activities in the health and education sectors.
Welfare Standing Committee
Implements social security and public welfare schemes.

These are committees formed to meet temporary and local needs in specific areas.
2. Official Body
📄 Panchayat Secretary
The chief administrative officer of the Panchayat.
Coordinates office activities, file procedures and administrative management.
🤝 Assistant Secretary
Assists the Secretary in administrative and office activities.
Works as the Member Secretary of Kudumbashree.
Coordinates various welfare schemes.
Takes charge of the implementation of Scheduled Caste development schemes.
🗂️ Head Clerk
Supervises daily office activities.
Coordinates file procedures and the activities of the office sections.
💰 Accountant
Controls financial transactions and accounts.
Maintains budget, tax and financial records.
📝 Senior Clerk & Clerk
Manages files and records.
Manages applications, tax collection and registers.
🧹 Office Attendant
Provides general assistance required for office operations.
Forwards files and records.
3. Brief Description of Key Components
🏘️ Gram Sabha
The Gram Sabha is a general meeting of all the voters of the Panchayat. It discusses development projects, public needs and welfare activities.
🏛️ Gram Panchayat Committee
The Gram Panchayat Committee is the governing body consisting of the President and ward members. It takes final decisions related to the development of the Panchayat.
