Gram Sabha/Ward Sabha

🏛️ Grama Sabha / Ward Sabha

A forum for leading local development through people’s participation.

The Grama Sabha consists of all persons whose names are included in the electoral roll of a village within the territorial area of a Grama Panchayat. A voter of a particular ward is a member of the Grama Sabha / Ward Sabha of that ward.

📌 Convener

Ward Members and Ward Councillors are respectively the Conveners of Grama Sabhas and Ward Sabhas. When necessary, another Ward Member may be appointed as the Convener.

🎙️ Chairperson

The Grama Panchayat President presides over the Grama Sabha, while the Municipal Chairperson presides over the Ward Sabha. In their absence, the Vice President, Deputy Chairperson, or Convener shall perform the duties.

📅 Convening the Meeting

The responsibility for convening the meetings rests with the Ward Member who is also the Convener.

✅ Quorum

The quorum is 10% of the total number of voters. When a meeting is adjourned due to lack of quorum and is reconvened, the quorum shall be 50 members.

📝 Special Meeting

If 10% of the voters of a ward submit a written request, a special Grama Sabha / Ward Sabha shall be convened within 15 days.

🤝 Coordinator

An officer appointed by the Grama Panchayat / Municipality shall function as the Coordinator and assist the Convener.

❓ Questions and Suggestions

Members may submit their questions and suggestions in writing either before the meeting or during the meeting.

📜 Resolutions

Resolutions may be passed by a majority vote on matters that fall within the jurisdiction of the Grama Sabha / Ward Sabha.

⚙️ Powers and Responsibilities

🏗️ Planning and Implementation of Projects

  • Collect information required for development projects.
  • Prepare project proposals and determine priorities.
  • Provide voluntary services and financial assistance.

💧 Public Utility Projects

  • Suggest locations where streetlights should be installed.
  • Suggest locations for public water supply taps and wells.
  • Provide suggestions for sanitation and irrigation projects.

🛠️ Public Works

  • Obtain information regarding the estimates of works.
  • Assist and monitor Beneficiary Committees.
  • Collect details of works that are proposed to be implemented.
